Winchester comes top for postgrad student satisfaction

More evidence that Winchester - the UK's newest and best small university - is making a mark. A government survey by the Higher Education Academy has ranked the university as one of the best centre for postgraduate (that's MA level) teaching in the country. 92 percent of postgraduate students said that their course had met or exceeded their expectations compared to an average for universities as a whole of of 85 percent. Earlier this year the university won a times Higher Educational Supplement award for excellence. We've had our own award from the BJTC so things are on the up...

was wondering whether there is any student you could recommend who might be around to help me make a very brief (scripted) recording, hopefully using your studio?

I am giving a conference paper soon and I wanted to make a 5 minute recording of myself talking cutting in a few bits of music and a bit of a film soundtrack and to use this as the start of my paper. [Its on ficto-criticism - interesting].

I could pay a student to help do this.

Tuesday next week would work well for me, if it was possible to use the studio at about noon (I"ve got a meeting at 11am which I will not be able to stand more than one hour of...).

I guess it would take up to one hour, hopefully less to do the task.

Endorsement from the Higher Education Academic (NTF), which looks at standards in particular across the whole university sector, for the L+T team effort in the journalism and media area supported by the university has been doing in the area of live webcasting, blogs and use of the web generally:

"This is an outstanding example of teaching and learning development in the digital age... The practice outlined in this application is at the cutting edge of teaching and learning at this moment in time... I do think that this is the most inspiring example of an NTF application that I have seen."

So I think we have got a good thing going at Winchester, small and unknown as we are (at the moment).

We are now marking everything and it is a slow, thorough process.

The results will be available on July 1st - the day after the exam board meets and the external examiner(s) is/are satisfied that the internal marking we are doing right now is fair.

As part of this we would like to see all single honours year one and year two students for individual tutorials for about 10 minutes next Thursday (year two) and Thurs/Friday (year one/year). We should have finished the internal marking by that date and I think we will be able to give a general indication of how you have done (I need to get permission from the chair of the exam board to do that, but I think it will be OK).

FIRST YEARS TV - changes

After our session on Friday, I've decided it's probably best if we concentrate on getting up to speed on the camera / editing skills and leave the TV studio work until you come back next year. With that in mind I've made some changes to the timetable:

Thursday - filming in pairs - come to TAB 9 at 9am to collect your camera (they're booked already)

Friday - editing - hand in your finished piece on a DVD to Keith in the Faculty Office by 3pm.

The pieces should be two minutes long and should look like a news packages you see on local news programmes such as BBC South Today or Meridian.

It is a news story so be mindful of the Fatal Errors system.

This will house all your documentary work, including the gonzo pieces you did in the run up to the election (year two) and also the writing year one did. I have the first one in now - it is really excellen t - Vron's piece on Newbury. I have slightly re-edited it to add the title sequence NAKED EYE (this is to give these pieces the feel of an upmarket TV documentary such as STORYVILLE on the the BBC.

I know that Glenn has another brilliant one on the UKIP man in Eastleigh and I am likewise optimistic about Kat and the socialists in southampton. I am going to pull all this together in a non-linear way (I will explain later) on the new winchester review and it is going to be fantastic.

Likewise we have the brilliant Third Year material for New Winchester Review - the Day in the Life material. This is a treasure trove of brilliant observational documentary material, but I need to think about how to edit it - or WHO to edit it - since hte third years seem very understandably to have completely cleared off.

Any ideas?

New Winchester eview I think ultimately will become the greatest thing of all about the course because it is "well ahead of the industry itself" (Mia Costello - BBC COllege of Journalism - and will be developed into the 'mothership' web site that houses everything else including WINOL, the varioius webcast TV channels, the Journalism Now project; the teaching materials and the HCJ webcasts and studio discussions - everything.

There's no HCJ today because there is literally nothing worthwhile to be said about anything once we have 'done' LP and Wittgenstein. So the internal logic of the 2 year HCJ course is revealed - just like the universe itself it starts as being minute, simple, completely organised and incredibly hot, then it expands at a decreasing rate and ends up it all heads towards being infinately large, infinately confused and freezing cold. WINOL VIEWERS

88 viewers for WINOL scheduled bulletin. One of the lowest totals of the academic year I'm afraid - compares with 600 for the launch issue back in November - desperately need Date with Fate and more sport and promo of sport. That said it is not too bad because we are not really adding text stories to the site at the moment. this is because we only have one cohort doing everything (ie when year three moved on, we lost half our team!) and that means we are concentrating on the bulletin. Important to bear that in mind when we are back to full strength in the autumn (with first years as video and print reporters and the re-establishment of a full-blown features section). So it is not as bleak as it looks and 88 is actually still a gigantic audience for any student work (all of which generally gets an audience of zero). But we should have a push on circulation this week - think of stories that will an audience - race row is a good one - then on Tuesday we really must put leaflets around the campus and signs and also spam people on facebook, etc.

FROM GRAHAM BELL

Now that I’m back on a sort of even keel of life (just about re-finding the sleep pattern – mixed in with one night hanging around students means I pick up all their bugs at once and have to lay in bed in hope!) – just wanting to pass on a quick note to yourself, Brian, Paul and the other lecturing staff for giving me the opportunity to present the election coverage for Winchester News Online. It was a fantastic experience and one that will remain with me for a long time. Can honestly say I was proud that you thought I would be able to anchor such a presentation. (even though I’ve yet to actually see or hear how any of it went...just pure reporting from people who watched it, who might be slightly biased.) So if there’s anyway of grabbing feedback from the night, I would be grateful.

Also, could you put up the note below from me to all the guys and gals who worked on the night.

‘Now that the dust has settled and the result has actually been determined – I just want to write a note of thanks to you all and a massive congratulations for the production of Winchester News Online’s coverage of the GE10.

As much as I fronted most of the evening, it’s only the hard work of the people behind the scenes that allowed the show to go on. Whether it was holding a microphone boom pole whilst laying around the couch, attempting to work the outside broadcasts, scripting once twice and thrice, getting the sound levels correct, moving the camera around thanks to a hyper-active presenter or even working/fixing the autocue, you should all be proud of what you achieved last Thursday.

A few personal notes of thanks have to go to the gallery staff upstairs who were extremely professional and delivered a stunning performance. Maddy and James were fantastic directors, keeping calm when everything was going on and keeping me informed to a high level, pushing the programmes along so that they didn’t feel stale, even at 4.30 in the morning as profiles and issues were dropping by the whayside.

Catherine did a tremendous job as editor for the evening – even if you did want Trident to be talked about one too many times!!! It would have been extremely easy to flap around with the excitement of it all, instead you kept an incredibly cool head that I think radiated out to everyone who was involved with the production – you should really be proud of the direction you took the programme in – one of the words I’ve had from a former colleague at ITN was ‘you learnt a lot about the history of the area, along with the issues that matter to people in Winchester. I feared it was going to be

The reporters out in the field at the counts and the round-ups teams also delivered a high quality of work and dealt with any of the technical issues with extreme competence. I don’t think any of us will forget Stuart’s cry of ‘STEVE BRINE’S WON, BRINE’S WON’ for quite a while. Also to Tom in the newsroom, a difficult task to keep on top of everything and give it the enthusiasm that it needed – but it certainly was one of the highlights of the evening. (and just for the record, Ealing and Southall was a Labour victory...)

Overall, you’ve all got to be proud of what you achieved on Thursday night. Remember these moments, throughout your career you’ll get to work in some great teams – and I’m proud to say I worked with each and every one of you. ‘

Hope all is well – don’t know what life is throwing at me next. Maybe going back into ITN to work on the productions desk for the World Cup – but that’s still up in the air. If not, it’s back to hospital radio for a little while yet...

INNOCENCE PROJECT - RESEARCHER POST

Election Night 2010

With our weekly broadcast being only 10 minutes long, the 8 hour election coverage seemed extremely ambitious. But we pulled it off and racked up 2000 unique user sessions! I’d like to thank everyone that was involved for doing such a great job.

Neither Brian or Chris were up in the gallery with us on the night, so I’m just going to give a short debrief on how things went from our perspective.

The first two hours went perfectly. Apart from the few technical difficulties that we experienced with the OB’s, things were smooth and everyone seemed calm and relaxed. Graham was certainly a hard act for Claire to follow, but she did wonderfully even when things started to go a bit wrong. One of the highlights for me was the on screen banter that was going on between Graham and Tom O, it made us chuckle up in the gallery!
Maddie did a great job with directing, as did Paul Wood and James Kenyon. Rob Anderson, having not worked the sound board ever before, managed to keep on top of the sound with only a few hiccups a long the way.

Our reporters out in the field did a top job. I was very impressed with Andrew and Luke's OB's especially as it was their first time reporting live on camera. Stu as usual did amazingly...and continued to report back even when we gone (hehehe!).

Seeing as we have another election now looming, there are things we can do to better prepare ourselves.
- Firstly, we need to start preparing our material, such as the issue VT’s and the constituency profiles, much earlier. It is essential to have these in the can days before we go live to allow time to rehearse.
- I'd like to have at least 4 hours long rehearsals during the few days preceding the election night, which will include EVERYONE...that means first years too. Everyone needs to know exactly how to do what they're doing so that we don't have problems with things like the autocue again.
- We need to brainstorm some ideas for other material to prepare. When we got to around 2am in the morning, when the counts were coming in, our constituency profiles were dropping like flies – leaving us with only the issues to play. Having some fresh material later on in the night may increase our traffic and lengthen the time people spend watching our broadcast.
- OB’s need to be tested before hand. A few of the OB’s had dodgy sound quality, which made them almost unusable.
- More studio guests need to be confirmed and be made aware that they will be required to stay until the early hours of the morning.
- We need to advertise heavily for the next one. I would like the see the amount of traffic at least doubled. That means we need posters and leaflets and a high level of distribution.
- Also, on the night, someone needs to take on the role of looking after the guests, maybe a first year?

I think we all learned a great deal and now that we know we can do it, we can only get better.

INNOCENCE PROJECT - SECOND YEARS

I've decided not to wait until next year to assign you to your Innocence Project cases. I've done this for two reasons - firstly in the hope that you may start working on the cases immediately rather than waiting for September. And secondly, because the forensic scientist, Nigel Hodge, is coming in on Friday to advise us on issues such as DNA relating to our cases and it would be very, very useful for you to come along to those sessions.

Claire Smyth was the person in the Kingston University BA and MA journalism team covering the election. She sent this message of thanks to WINOL for the copy supplied on election night for their paper and website. Unfortunately the paper was not in the end actually printed, but again it really gives the reporters boasting rights to say that they not only provided live OBs but also fed copy to a newspaper at the same time. That's tremendous stuff. Anyway Claire writes:

Your man at the Winchester count was very good and dictated copy down the phone before the result was announced and later got someone to call with the final result.

Hopefully they'll get more of the stories up but as our classes have finished and only the master students have access to the software, I'm not confident on this.

Thanks again for all the copy your guys sent over. It was professional and some folk worked really hard at keeping us regularly updated. It was good to see our reporter Lara featured on the TV too! She'll be one to watch in the future.

GENERAL ELECTION TRIUMPH

Our general election coverage was a complete triumph. Will be reporting on this in detail in the near future. We are now editing a highlights package with a full roll of credits at the end. In the meantime it would be a good idea to post your packages up on your own blogs and also to on to the WINOLNEWS you tube channel. Well done everyone.

On a night of so many impressive performances it is invidious to name individuals, nevertheless - Stu and Andy were reporters on the spot and their announcements of the the result beat the BBC. That was a 'champagne moment' but only made possible by the whole team effort.

Kayleigh did a fantastic job with the nightmare of the Outside Broadcasts. Becky was thrown on to the screen with about 10 minutes notice to do a paper review. The newsroom reporting team of Grant, Joey,Josh and James gave reports of real authority which kept the show moving forward. I was helping with the scripts at first but I went into a sort of catatonic trance about 3am and they took over and freestyled it with remarkable aplomb. Tom was absolutely superb as the summarizer - easily as good as any of the mainstream journos in the same role - and all that with no million pound computer graphics to support him (in fact with exactly NO graphics at all!).

I was not in the studio and gallery (Brian and Paul were there as tutors) - but clearly that went very well indeed - the output did not falter and when I was in there on some mission or other it was a model of efficiency, calm assertiveness, focus and teamwork. Graham Bell - well what can you say. It is no wonder that Sky like him so much and he is clearly destined for great things. And yet I remember him when he was a shy, quiet, unconfident undergraduate.... (not!).

In fact he seems to have calmed down a bit. It was a hard act to follow, but Claire was fantastic (given she had no script and she arrived just at the moment when the news situation was ultra-confusing and the OBs were collapsing and/or panicking and/or confused all over the shop). Claire in fact was the only the person to get live fan mail on the audience chat line. Luke Garrett turns out to be a natural on camera on what was in a way a sort of elaborate screen test. WINOL team need to sign him up - star quality.

First year volunteers did a great job as well in a variety of roles, and that should set you all up in good stead for next year when you start getting involved with live output as part of your course. The Tricaster was another start - thanks to the fantastic development and preparation work of Brian and Paul. This kit means we can easily do live streaming broadcasts with multicamera from all sorts of places - football matches, conferences... all sorts.

We have to thank Brian for pushing to have it live (I wanted to do an 'as live' because I reckoned we would get only a few minutes of decent output through the whole night. Brian was absolutely right, and I was wrong. Paul too pushed to make it more ambitious and in so doing he solved a whole range of technical problems that cropped up. Paul brought in Graham as well.

As a team you completely outshone Kingston University who were, so far as I was aware, the only other student operation that was trying to cover the election live. The boys and girls at Kingston are no slouches - they are MA students (some with first class BA degrees from Oxford and Cambridge and what have you) and they are on an NCTJ news reporting course (which means they study news and only news all the time - not distracted by learning camerawork or video editing and what have you - all they have to do effectively is write scripts). The Kingston team di brilliantly well on the team - but I think you did far better still. Their operation collapsed at about 2am and their plan to bring out a newspaper (printed at 4am - which was roughly their equivalent of our live output) simply did not happen, which was a shame.

Buckingham and Austria did great work for us and this is something we want to develop. The problem was that the level you lot are working at is so far ahead of Buckingham (where they are BA students, not MA) it was just a problem using the work they were producing in any way at all. We had talks with one or two other unis, but in the end they were not able to put a single reporter in the field on the night. That means when you go for those jobs you can be sure that - whatever the situation in terms of old school tie - you will have been involved in the actuality of producing journalism to a far, far greater extent and at a much better level than any other students in the country.

So everyone - without exception - involved in the project did a great job, even if things fell through. We have all learned an immense lot from this. And so when the next general election comes along (any day now - given the instability of either the Conservative-DUP alliance or the Labour-Liberal-SNP-Green Rainbow Alliance or anything in between) we will be able to do it even better.

Today went very well and all of the technical aspects of the night are falling into place. We managed to pull together one whole hour of the show with very few mistakes considering this was an early practice.

The main points I would like to raise from today are:

Director - Maddie did a fantastic job and had far too much to do, we have decided we will be having a separate vision mixer on the night so that Maddie can concentrate on directing.

OBs - The first major point about the OBs is that make sure it looks good. The camera should be positioned so that we can clearly see the presenter talking to it and then when interviewing, set it up as you would with a normal camera.

The other point about OBs is that you must think about yourselves as a guest on the show. This means that you can't hand back to the studio when you want, the studio will control all of this and Kayleigh will stop you talking and say goodbye when she has been advised to by the director. If your interviewee stops talking, you should ask them more until Kayleigh intervenes.

All OB people should set up an MSN Messenger account as well as Skype so that they can talk to the Editor and Gallery all night so that we know when will be a good time to call you on Skype. Would Kayleigh be able to set up an MSN account for us in the Gallery called Winchester News or something, we can then add everyone to the contact list ready for tomorrow.

Packages - Packages are very good and we will sit down tomorrow morning and go through them all to check they are of a consistent quality.

Presenter - Tom was fantastic today, he seemed relaxed and did not get distracted if something didn't go to plan. On the night we are sure to have issues both technically and editorially and so it is important that the anchor is ready to fill the void.

VT - There were some slight issues on the VT computer. One is that when playing the party round up titles, we need to go to the reporter as soon as the opening music stops, the reporter will then speak over the music that starts next.

We will also need to make sure everything is rendered and ready to go so all packages must be on there by early afternoon.

I am delighted to announce that we have been able to engage Andy Steggall as an additional tutor in the area of television news production and presentation. He has already been working with BAJ2 (and BAJ3 on WINOL) this year. He will now be the guest tutor/editor on the 'normal' WINOL broadcasts on May 19th and May 26th.

Andy will be working mostly with BAJ2, but BAJ1 are very welcome to attend his feedback sessions at 4pm after the day's work on WINOL. First years need to start thinking ahead to WINOL because whilst you will not be on the project until September/October that is in fact only four or five teaching weeks away - what with the long breaks. So please do come along to Wednesday afternoon de-briefs to hear Andy if you can.

Andy is a great fan of the way we train and educate journalists at Winchester - so much so that he hired one of last year's graduates on the spot to be researcher/assistant producer on a series of national BBC sports news documentaries.

HCJ2 Vienna Circle

You will not be examined on this topic, because it was an extra session. It might help though with understanding Hayek a bit better. Hayek is next week. There's a few videos about Hayek related topics in the original post (April 30th).

I will also do a webcast lecture (series?) about Vienna Circle, modern logic, Ayer, value-free economics when I get a moment. This topic also relates back to Steinbeck - because Keynesianism was the reaction to the great depression, Wall Street Crash, dust bowl etc in the form of The New Deal. So I will be referring back to that. You need to know a little bit more about Keynes and I will try and do a webcast lecture on hom as well. In the meantime I have found an excellent Greek economics lecture who does perfect undergraduate lecel lectures online on Keynesian Macroeconomics. The link is furtrher down this page.

Today I am posting a lot - alternating between the general election preparation and HCJ (mostly HCJ2) - so sorry if confusing...!

ELECTION NIGHT - OB BRIEFING!

For those doing OBs on the night.

We have not snagged the technical side of the the OBs but we think you will need:

1. A laptop with Skype installed
2. A way of connecting that laptop to the internet (maybe a 3G dongle, or a check to see if you will be able to plug into the internet whereever you end up
3. A camera and tripod (full camera kit) with a firewire to plug in to a Mac.

You will keep the Skype call open all night to Kayleigh James (with me in newsroom co-ordinating) in the newsroom. You will offer "grabs" to Kayleigh as you get them. In football terms this will be a bit like being in the dressing room after a big match, getting the interviews with the winners. Kayleigh has one of the biggest jobs on the night and will get the full credit as OB Editor. She will feed through any interviews you do through to the gallery as a offer to the director (Maddie) and output editor (Catherine).

In the field you will need I think a team of three people - you will need to go with two mates therefore and you will need to train them up.

1. Yourself to do the journalism on camera
2. Somebody to point the camera at you (arguably you can do this yourself - VJ style - but that will be hard for interviews because the person you are speaking to might stray out of the frame)
3. Somebody to sit on the laptop talking to the studio and getting direction from the studio and - from your end - offering material to Kayleigh in the newsroom. We will have no talkback as such. It should be OK to do this as part of the continuous Skype call. We will have backup with mobile phones of course.

The best place to be by far is in the count. But you need permission for this and a security pass. We are applying very late for this (my fault). The best way in will be to ask the candidates campaign teams to help you (where appropriate as in Eastleigh and Winchester). Where you are going in as a guest of the candidate (they have limited numbers of 'tickets' to the count and they tend to be in high demand. Glenn has got in as aq guest of a minor party - UKIP - but you will still need to clear the fact that you are using a camera and broadcasting with THE RETURNING OFFICER for the count. You can track downthe returning officer either via your contacts in the parties; or via the PRESS OFFICER for the council in whose buildings the count will be taking place.

FAILSAFE. If you find you can not get in to the count, then a possible fall back is to got to the victory/commiserations gathering of one of the political parties - eg the Tories. They often gather in their HQ or local social (eg the Labour Club, the Conservative Club) for a booze up watching the results come in. You need to get an invite to one of these as a fallback. Therefore if the result comes in at say Eastleigh and you are not in the count, then at least you can offer us the activists watching the count. This will be an OK shot because if say the Tories win, then they will all cheer and it will be a good shot. This shot will be a bit like those OBs from pubs when big England matches are on, showing people jumping in the air when a goal is scored... plus the inevitable shedload of vox pops that follow.

You need to see the BBC College of Journalism video about this - it is on the coursesite - the link is on the messageboard. Obviously they have a much betetr sey up - on the other hand they are doing 600 results, and we are only doing five of six. So it is challenging but not riddiculous thing for us to attempt.

Nobody is remotely expecting students to work at this level, so even the attempt to do it stands you in tremendously good stead. But I think at least some of it will work and it will be fantastic.

We are limiting the number of OBs just to make it all manageable. We have got allthe OBs we want covered now and further assistance should be in the newsroom and studio... where help would be much appreciated for additional volunteers.

HCJ2 - Keynes and Hayek (and the issues in the general election)

The Multiplier - the nub of this is that government spending is needed to push up aggregate demand in the economy so that everyone is fully employed. The classical idea that that the hidden hand of the market w

ill remove unemployment is what Keynes rejected and is his intellectual breakthrough. He is a key modern thinker in the same way that Einstein overturned Newton; Keynes overturned Smith. But the has been a 'neo-classicial' counter-rebellion against Keynes, re-asserting Adam Smith's doctrines. So you have cycles of fashion with this. The argument against the multiplier is that while government spending ('printing money') can increase employment in the short run it will reduce profitability (private companies can't compete with an ever expanding range of 'services' (ie government spending) that the government provides, so opportunities for profitable private investment decline.

Inflation also creates 'perverse incentives' (eg to immediately spend, rather than save). Inflation (put simply - rising prices) is wildly unpopular politically (especially with older people who vote is disproportionate numbers) and must be controlled mainly by increasing income taxes to choke back the excess demand in the economy. In this election these are the real issues, but they are a bit too complicated/boring/depressing to get over in a TV debate which is essentially all about how neat and fresh the leaders look. That's fair enough since they are all Keynesianists anyway - the Conservative stuff about smaller state/ larger civil society - low taxation and low government spending is essentially guff - since even under Mrs Thatcher (who used this rhetoric a lot) government spending went down as I recall from about 48 percent of all spending in the economy to something like 42 percent - so the difference was minimal. From memory US government spending is about 40 percent - the lowest of any large economy in the developed world - whereas most European counties (including UK) are around 45 percent to 50 percent - I think France is the highest with something like 51 percent. The only reason the US figure is relatively low is that (amazingly) they do not have a public NHS.

The Lib-Lab stuff about "caring" is largely guff too - the reason to create jobs like care assistants or give tax credits or whatever is just the correct technocratic solution to demand management in the economy. It is not a bad analogy to see the economy like the engine of a car, and government spending as the petrol. Its just nonsense that you say that you put petrol into an engine because of "fairness" to the engine, or that you relly, really care about the pistons or whatever. So despite the rhetoric "we are all Keynesianists now" and regardless of who wins the positivist technocrats in the treasury will get out their pocket calculators and calculate the correct level of public spending needed to manage aggregate demand - the different is that Labour technocrats will want to manage aggregate demand in a way that will minimise unemployment and maximise wages for relatively low earners (since the potentially unemployed and low earners are their constituency and paymasters - eg trade unions) and are less concerned about aggregate profitablity of companies; and the Conservatives will want to manage aggregate demand in a way that maximises profitability in companies, and are less worried about unemployment. But it only a matter of relatively slight degree.

The only place it has ever really been attempted was in Chile in the 1970s and the country fell apart. I do not know who this person is - but he gives excellent lectures on Keynesian Macroeconomics. There's a whole series, but is is a good one on demand management and The Multiplier. By "AD" he means "aggregate demand" this means the total spending power in the whole economy (consumer spending+investment+government spending).

HCJ2 - Hayek vs Keynes

I found this link. It is very silly, but I think it helps a bit: Keynes vs Hayek. But it did plant the thought that we could far more in the way of making video about HCJ type topics, as we did with the triumphant videoblogs about George Orwell.

Speaking of whom I remembered this excellent video clip of Orwell writing about the role played by military spending in Keynesian economics. It is from the more prosaic parts of 1984. The essence of Keynesianism is the use of state spending to inject cash into the economy by doing essentially useless things which do not otherwise affect the price structure - such as paying people to did holes in the ground and fill them up again, the Space Project and what we are pleased to call 'government waste'. That waste although admitting a completely futile activity, is nevertheless somebody's job, and the money they get for doing it (however pointless) provides income that will then be spent in the shops, thus keeping others employed through Keynes's concept of The Multiplier. The government can't pay people do anything really useful because that would be unfair competition for private firms - hence the howls of protest against the BBC and - in the USA - the protest against spending on an NHS (in the UK the setting up of the NHS detroyed the private sector health industry overnight - it does not exist in the UK anymore and therefore can not be a source of profitable investment. That is the problem that Obama is facing in the US - what can you spend government money providing that is NOT provided by provate companies which can be a source of profits for the private sector. One good thing is war. It costs an absolute fortune, employs a lot of people and does not but private companies out of business (in contrast if the government built houss and gave them away to people, the whole housing and mortgage/banking business would go bust overnight. It is hard to think up things for the government to waste money on. The Space Programme... The Arts Council... New Universities... House Insulation... Old Age Pensions... but these things are politically controversial and those not schooled in the reality of (Keynesian, that is to say modern, economics) while not understand that these projects are mainly ways to injecting money in to the economy and not 'waste' in the way the economic illiterates think. Orwell I think was sensationally prescient as it was written in the 1950s, at the start of what was called The Cold War and decades before the endless, limitless 'war on terror' which justifies world spending on armaments on a vast and recurring scale that makes the government deficits and even bank bail outs look like a round of drinks in the pub:

The point is that Citizen kane is a movie based on the life of William Randolp Hearst, so it makes sense to see Citizen Kane if you can. It is a very common movie and there are copies in the library. It will help you understand WRHearst if you see Citizen Kane. It would be odd if you had a degree in journalism and had not seen the movie. China Scholarship

Please advertise this to students (and indeed staff) who you think might be interested in applying.

This is a three-week summer school in China, aimed at students and professional people from the UK. This programme is fully funded by the PRC Government, through CAIEP (China Association for International Exchange of Personnel http://www.caiep.org/en/) and the costs of participants' international flights, internal travel, accommodation, food, teaching fees and so on will be met by the programme. Participants will only need to pay for their own travel insurance and visa fees.

Please note that the deadline for applications is the end of May.

The programme dates are 17 July to 8 August 2010. The first fifteen days (18th July – 3rd August) primarily consist of ‘exchanged’ seminars and workshops, as well as tourism and cultural events, in and around the historic city of Wuhan. Meanwhile I found on You Tube this excellent short further exposition on Logical Positivism, which also (attempts and in my view fails) to refute the verification principle first from Popper flasification position and then from a sort of re-assertion of good old Cartesian dualism (Swineburn's toys in the cupboard). Very clearly done however:

It is a bit difficult to get Logical Positivism without knowing a little bit about David Hume. We did not have a lecture on Hume, though he came up in a talk about empiricism I distinctly remember giving in 'People and Politics' about this time last year. I have since done a video lecture on Hume which is tailored to the needs of this course and to journalism. David Hume is often referred to as the greatest ever British philosopher and tends to be a hero of journalists beause of his super sceptical approach to any sort of truth claim.

Incidently I ran a test on the three leaders speeches in the general election debate at Birmingham University last night. It was round but I found that about 20 percent of Gordon Brown's 'speech acts' (Wittgenstein) were verfiable. Cameron was less that 5 percent; and only about one percent of Nick Clegg's "quacking" (George Orwell) had any verifiable meaning. Most of their "meaning" it seems to me was done with their hands and their body posture and things like nods and smiles. What does this prove? Well according to David Hume...

... absolutely nothing at all! But to me it proves that verifiable truth claims are unpopular with people, whereas pleasing fantasy and sonerous birdsong is more widely appreciated.

But I thinl a 'verfication meter' would be a good thing.

Can anyone do a quick package for the 'issues' pre-recorded packages for Thursday night analysisig the the debates for examples of verifiable truths vs non-verificable flim-flam? It wouldbe a clever piece to do and would be excellent on your blog - simiaor to when you did Orwellian analysis of adverts using bits of video under 'fair dealing' (commentary and review).

Very productive day today with the WINOL team - no more scheduled bulletins until after the general election. The whole (outline) plan for election night is contained in this post. Year two will staff the operation and volunteers are needed for Outside Broadcasts from the election count and a variety of other reporting, production and support roles. This is an amazing once in a half-decade opportunity for your CV. The election night will itself be a fantastic party/wake (depending on your political point of view, an d the outcome) and will be very exciting. We will be webcasting completely live and trying to do things like beat the BBC and Sky to be the first to announce for example the Winchester constituency. The whole thing will go on through the night, so it has all the fun of an all-nighter, watching the sun rise over the South Downs, etc.

The plan is not finished yet. Paul Wood/ Veronica Frydel (producers) and Catherine Hayes / Glenn Hutt will have to work on the detail and take suggestions. There are a couple of production issues to be snagged as well - such as making sure the Tricaster works. Also a schedule/ critical path of rehearsals to launch needs to be worked out. We will do all this planning this week.

HCJ-2

The next HCJ-2 topi is the (second) Austrian School of Economics (and to a lesser extent, philosophy) - this is Hayek, Von Mises, etc on economics and politics. The reading is The Road to Serfdom by Hayek. They are marked by a trenchant rejection of Marxist economics and (to a lesser extent) Kantian metaphysics. They are thought of as being 'right wing' (in the US - 'neo-cons' in the uk 'neo-liberal') but they are not conservative in the normal way (ie Hegelian, nationalistic, religious) because they are trenchantly anti-nationalist and many are anti-religious and very, very anti-sentimental and anti-romantic movement (they are like Adam Smith and David Hume in these respects). They are anti-democratic in so far as they think goods and services should be allocated by an abstraction they call 'The Free Market' (something like Adam Smith's 'hidden hand') but at the same time anti-fascist. They see no real distinction between fascism and socialism. The video here is a pretty good exposition on Von Misses, which is a bit of a hagiography and with the wrong music in the background (it is Austrian music - but the wrong thing - the important Austrian music from the same intellectual mileu should be de-centred tonal serialism which is the very essence of Modernism (itself very much a movement centre on Vienna - Freud, etc)(such as Webern or Berg or the later Schoenberg - logical music - worth listening to here, out of interest rather than pleasure since it is some of the most technically high brow music ever composed.)

A related theme in philosophy is Logical Positivism, which is more politcally radical but is really from the same mileu and sort of bridges the individualism and anti-metaphysics of Von Mises to the Avante Garde anti-bourgoise avantgardism of the the Bauhaus (as previously discussed).

Year Two Project

A student on year two who generally does really excellent work has managed to sign up with one of the political parties in a southern constituency (this is anonymnised so that the politicians don't see the question - unlikely though they are to check with the coursesite). So this is source protected! Anyway he asks the following questions, and I think the answer might be of use to all. The question/s:

"There is their campaign in CONSTITUENCY NAME DELETED tomorrow morning, I will join NAME DELETED in their car and follow them for a day. The said that there will be moments that I will not be allowed to film , "conversations on the doorstep" - as they called it. And they want to see my footage and the final peace before I publish it onto my blog too.

I am writing to ask if you have any tips for me before I film. I looked through your notes on uni website but they are quite brief and with no details, and you advised in one of your posts to write you an email if any details needed.

I have a few questions:
Will I need to include a proper interview with my MP? Question - answer form?
Should I include my conversations with him in the movie? Like questions about the future party plans etc?

The answer:
If they won't let you film certain things that's not good, but it is OK so long as you point that out in your piece, maybe with a caption or a voice over - but try and avoid that. You can describe in general terms what they would not let you film. But if you don't need the excluded scenes to make a fair and balacned report, you don't need to mention the ban (eg if they won't let you film them when they were getting dressed or something).

There's no confidentiality issues here at all - the politicians are on a "clear public duty" so they can't stop you filming them, even if they wanted to (so long as it wasn't too intimidating/ threatening/physically obstructive etc).

The people they speak to (who come to the door) are more of a problem. Nothing is confidential, but they do have a section eight HRA privacy right. If they appear on camera you will need at least implicit consent (eg them acknolwedging the camera and looking happy with that). I think you should not film any members of the public and - if you do - you should anonymise them.

You should NOT give them the right to edit your piece under any circumstances. You should be very wary about agreeing to show them the film before you edit it. There is a difference. If they get to edit the film then it is not journaism is is PR / political propaganda.

That means a clear FAIL (fatal errors list) no matter how much effort and initiative you put in to this.

BUT - you can show them the film before they edit is - ONLY TO MAKE SURE THAT THE FACTS ARE CORRECT. Since you are making a purely observational piece that won't really applky (you are not doing a piece to camera for example).

So in practical terms I would say to them you can not allow them to influence the editing of the piece or the selecting of the material because that would mean the piece was propaganda and a big FAIL on your course, and against OFCOm and every code of conduct, etc.

You can say that your piece will be FAIR and BALANCED because the very sxame Fatal Error system and regulation requires that.

Basically they have to trust you will do a fair and professional job. They might not like every moment of the film (it is not a PR film)

You can say if there's issues of fact that arise in the film then you would be very, very happy to show them that and check anything factual, so that anything factual is correct.

Many people don't understand the difference between PR and journalism. So once again you are learning a huge amount just from the conversations you are having here, and it is fantastic learning material for all other students when you share these experiences.

Excellent, excellent work!

ON the conversation in the film - in this generic style YES you can have this so long as he is interviewing you - trwating you as part of the scene.

We will do more about this next year - in these sort of 'fly on the wall' you can't do any exposition at all - but if they start spontaneously talkig to you then you can film that because it is really about them, and not about you... if you see what I mean...

LCP Photojournalists

Fascinating documentary this morning about graduates from the postgraduate photojournalism course at the London College of Printing in the early 1990s where I taught and was director of studies in journalism. Two of the twenty so were killed in war zones (Balkans, Palestine) but at least one has won a Pulitzer prize. The ones who died ignored my advice against taking photos in a warzone (particularly in a zone where there are snipers at work) without a flak-jacket and medical evacuation arrangements. In those days students would just drive down the Balkans with a camera and there was always a story there - always some burning buildings to photograph if nothing else. These people are in mid-career now and most of them have made it it in journalism - Reuters, The Times, agencies, etc. One says "the whole news agenda has been taken over by trivia". Here is the programme - well worth a blog. It also features Colin Jacobson who was the picture editor on a magazine I edited for a whole and was the picture editor of The Observer. I recently worked with Colin at Westminster University onthe postgrad journalism courses there - fascinating stuff on covering conflict.

It may seem quiet on the mesageboard. This is because we are working away behind the scenes on the all new and vastly imporved coursesite. Should be unveiled soon. Oh - and arranging things for the general election.

We think we will definately be streaming LIVE output on election night from 10pm - 10am (it is an all-nighter) and we will have LIVE two ways for reaction from AUSTRALIA as well as AUSTRIA and probably from NEW YORK.

Before that we have the "as live" Question Time event with three big name MPs (main parties) plus Ian Murray the editor of the Echo in a 'voice of the people role'.

Year Two AND Year One - VOICE TRAINING

We have some extra sessions arranged a masterclass on voice training and TV presentation with Andy Steggall of ITV, Sky and now presenting a sports news series on the BBC. This is in addition to the week-in, week-out voice and script coaching we do as part of WINOL and as part of the new radio news course in year one.

YEAR TWO: Tuesday - April 27th. 10am - 12.30 (first half of the group) and then 1.00 - 3.00 the second half of the group. We will sort this out on the Monday. The activity will take place in the newsroom and in the radio newsroom and sound booths.

YEAR ONE: Wednesday May 12th - all gather in the newsroom at 10am. This will be co-ordinated with the TV journalism course you doing with Angus Scott.

Andy will also be in as guest editor of WINOL on Wednesday May 19th when we will also be making a film about the project.

This should help you with the context for the Communist Manifesto which is the reading for the first seminar back after easter.

I am not going to post any more HCJ-1 videos for a while, but I think I am going to put some HCJ-2 stuff up there about The New Journalism and Tom Wolfe and so on - much more fun. Also we are going to soon start making a lot of "How To" videos about journalism itself... We also have a re-jig on the various websites on the go. So stay tuned.

It would be very helpful if person who use these videos could leave a comment when you have done so. This helps promote use of the channel and also gives us a good idea of whether the effort we are putting in to these back-up web lectures is worth it. To do this all you need to do is create a You Tube account. This is a good place to display your video packages (already made in the case of years 2 and 3; and forthcoming after easter when you start doing video journalism and TV journalism.)

So please get a You Tube account as well as a blog. You can then also do great things like easily embed your You Tube videos on your Blogger blogs...

Here's a example of a student I had at Westminster University (two years ago) who was an MA student. these were the packages he made for Westminster News Online (WNOL as opposed to WINOL). This student James Hassan is very nice and doing well now I think at the BBC. So check it out. I notice that he has not been updating since leaving college - but he does not really need to do so since he is now a reporter/producer at the BBC.

This should cheer people up because as you will see while the standard James reached as a student was god, it is not notably better than the work most second and third years are doing on WINOL - and WINOL is far, far more advanced.

James now apparently has an entry level job at the BBC in Bristol and has a great career ahead of him. But whether you can work as a journa,]ism (and WINOL is sincerely the best preparation in the country) and whether the jobs will be there... well that's a different matter. But people will always want news and stories, so it should be OK is we can ride the ups and downs of the economic cycle.

So please do set up your own You Tube channel over easter. This will enable you to leave comments on videos on the Winchester Journalism channel. Also if you do not have your own packages in place already, then you can cut these on the editing machines after easter and upload.

It worked for James Hassam. And it can work for you.

You must hand this is in as a written piece of work AND electronically to BRIAN.

You will join one of the political parties anywhere in the country (NOT WINCHESTER) and help out with at least one day's activities (eg giving out leaflets). You will explain that this is for a college project.

Then you will do it as observational journalism.

For further guidance on the style you can read Chris's fantastic book "True Blue - strange tales of a Tory Nation" - or read some of the articles written by the excellent Laura Barton - especially Barton's Britain.

The feature notes may help too.

I have uploaded a webcast lecture (length about half an hour) in four parts on You Tube. This deals with the restoration of monarchy after the defeat of Napoleon in France, the July revolution and the development of socialism as a political theory in Paris in the 1820s and '30s. This will help you to understand the read for this week - Marx's Communist Manifesto - because it explains who characters like Guizot and Metternich are. Also socialism as a theory is really a French phenomena and it originated in the wake of the French revolution. You won't be examined on the content of these talks (only on the reading and closely related material) but it helps to know this additional material. 150 unique users overnight for latest bulletin - roughly the same as last week. Need to have a big push on promotion next week; and stronger stories. Maybe a stall like the Christians had this week with leaflets and so on. ALSO can we go back to the three presidential candidates and get them in the studio on Tuesday so they can have 2 minutes each on the autocue. We can put all three videos up on the site and then when they give out these leaflets they put the WINOL URL on them. Also we need to promote Date with Fate much more.

I have posted a couple of video on You Tube in preparation for next week's topic which is 1848 / Karl Marx. They are on the economists David Ricardo and Thomas Malthus. They are not the subject of the next lecture, but they give you a taste of the economic thinking of those days, and the intellectual climate of the 19th. Meanwhile - Here's Yale University's standard 1848 lecture - not as good as mine - and he is slightly wrong about no revolution in Britain in 1848 because there was one in Ireland and a bit of a one in England (The Chartist Movement) and also in Australia (then part of the British State) - Utopia Ridge. Some academics did a Freedom of Information request on rights of academics to speak to the media (ie WINOL). You will see from THIS LINK that at WINCHESTER there is absolutely NO REQUIREMENT for academics or any member of staff to clear what they are saying with the press office. You will notice that NO university makes this requirement, unless the person being interviewed is presented as an official representative of the university. This is an important document that should help.

It would really help us if you could leave comments after viewing these videos. It helps us gauge how many students are using them. If we can show a lot of users we can get money from the University to hire students to make yet more video. So please do that. All you need to do is set up a You Tube account, and then you will be able to "favourite" the videos and leave ratings and comments. Critical comments and academic questions are also very welcome. You can also cross link back to your own blogs and that will help your traffic.

YEAR THREE/ ALL STUDENTS: WORK ATTACHEMENT

I spoke today with Jim Latham at the BJTC about the issue of work attachment.

YEAR TWO AND YEAR ONE

In year three you will have to do the BJTC three week minimum in a working NEWSROOM engaged in NEWS output - normally during the massive December-February break or during Easter. Given the vital importance of work experience in getting a job many of you will want to do more if you can afford it. You can also try and do work attachments of any sort during year one and year two. You will not get help in arranging work attachments in year one and year two - we reserve help for year three - but you can undertake as many of these informal attachments as you like.

YEAR THREE

In October I sent/ will send a list of anyone who is continuing on the single hons course names to the BJTC who will then add / added them to a national register of BJTC third year and MA students. This list is then given to the BBC.

From November on you will be able to apply to the BBC for work experience at a newsroom of your choice (eg, BBC Solent). They will agree dates with you, for later in the year. The BBC does not anticipate that students will want to do their work attachment until the second semester because you will not have completed your training at the college (this is the case at Winchester because the third years won't have finished WINOL/law course until the end of semester one).

One student in the third year says she applied in November and has not heard anything yet. That is normal. They will get round to you, though there is no harm in chasing that up with a follow up email.

Later in the academic year in February or March anyone who wants to do a work attachment in a commercial radio newsroom either in addition to (there is no maximum on the number of attachments you can do) the BBC placement can apply to the BJTC, who will arrange it for you. For convenience the BJTC likes it if you give a list of THREE choices and a RANGE OF AVAILABLE DATES to me. I can then send all the requests in one go to the BJTC secretary, Jim Latham.

In year three we are now at that stage. A few students have given me a list of three stations but I need - in addition - your available dates.

CURRENT YEAR THREE STUDENTS

The regulations are slightly different for you. You only need to do TWO WEEKS work attachment and this can be in any editorial environment. (From next year onwards this requirement will change to a MINIMUM OF THREE WEEKS IN A BROADCAST/ONLINE NEWS ENVIRONMENT ONLY).

In summary for current year three students:

(1) You will get your degree so long as you have done two weeks work attachment in any editorial situation, but we would strongly recommend that this should be a thre week stint in local BBC or commerical radio if possible. This will help us in our relationship with the BJTC and will be in your best interests if you want to be a journalist.

(2) We need a letter from an editor saying you did the work attachment, and that it was at least two weeks. Alternatively you can have two letters for two different weeks. We need the letter by April 1st to Keith Edwards. If you are still waiting for a work attachment please just set out your plans or offer in a letter on the same day.

(3) If you are still waiting for an offer of a BBC local news work attachment for Easter or this summer, you should hear soon. If you have not heard by April 1st please let me know. You may wish to send now a second email reminding them and asking when they will decide.

(4) If you wish to do a commercial radio newsroom attachment please email me (Chris Horrie) again with your three choices, but this time please also give a range of dates. The wider the range of dates the more likely it is that you will get your first choice. When I have the list I will put a notice on this messageboard and then it will be a matter of waiting to hear from Jim Latham at the BJTC (he is pretty efficient).

FIRST YEARS - RADIO BULLETIN

You need to post your text for your radio bulletin on your blog by 1pm on Wednesday. Don't worry about putting the audio on your blog. It's a story on local government/ local politics. My advice is to concentrate on local councils and local councillors. On Thursday from 9 - 10 you will write three more stories from material we give you. You will then record your bulletin - 2mins.

IMPORTANT!! ALL STUDENTS: OFCOM CODE BRIEFING

Year one are approaching their first live news days and year two (and some of three) are going to be running the general election coverage. It is therefore ESSENTIAL that you re very familiar with the OFCOM regulatory code for broadcast journalism. This was covered thoroughly on the law course, but I want to give you all an additional simple test on the code before we go truly live.

The test will be purely diagnostic and will not count towards your degree. Nevertheless you will want to do well in the test. Thus I have created a TEN MINUTE VIDEO with all you need to know at a basic level. I would appreciate it if ALL STUDENTS (all years) listen to the TEN MINUTE OFCOM GUIDE on the WINCHESTER JOURNALISM YOUTUBE SITE. In addition there is a direct link to the OFCOM VIDEO here.

YEAR TWO: We will a 15 minute test as part of the WINOL de-brief tomorrow (Monday).

YEAR ONE: We will give you a similar 15 minute test after the HCJ lecture on Tuesday, so that it is done before the newsday on Wednesday. The HCJ lecture will last for one hour as usual and then we will give you the test afterwards. So the Tuesday session will end at about 4.30 and not 4.00 as usual on a lecture day. You will have no difficulty at all with the test if you listen to the YOU TUBE VIDEO. You may bring your notes to the session on Tuesday.

Year Three we will likewise do a diagnostic test during the Tuesday morning session. It should nbot be onerous and again it will be very straightforward if you listen to the video.
